The Chinese government is aware that the gender imbalance is causing lower birth rates and negatively affecting the issue regarding the majority of the senior population rising. Also going against this is that families are less wanting to have children since the price is high, and there is a trend among single women to focus on careers and potentially not get married.
Some suggested solutions in the article include offering green cards more freely to allow foreign brides (primarily but also other spouses) to encourage marriage but to also possibly provide monetary benefits. Allowing the outsides (providences??) of China, such as Hong Kong and Taiwan, residents easier access to work in mainland China. And finally to provide less paperwork for foreign marriages, and possible monetary, education, and childcare benefits to lessen the cost of children.
